With the harvest season soon to get underway, the Nebraska Public Service Commission (PSC) encourages producers/sellers to familiarize themselves with Nebraska Grain laws.

“Part of a successful harvest for producers/sellers is making sure their assets are protected. Understanding the law and how it affects them plays a key role in that process.” said Terri Fritz, PSC Grain Department Director.

Under the Grain Dealer Act, if producers/sellers want to ensure their transactions with a licensed grain dealer are covered by the grain dealer’s security posted with the PSC, they must demand payment within 15 days of completion of their contract with the dealer. Producers/sellers who choose not to demand payment within 15 days after completion of their contract will be unsecured creditors of that dealer and forfeit any protection from the grain dealer’s security.

Director Fritz said, “It’s important for the producer/seller to understand that it is their responsibility to demand payment within a set timeframe to ensure they are covered.”

Grain Warehouse operators are also reminded by the PSC of the Emergency Storage Policy. In order to store grain on the ground, an Emergency Storage application form must be filed with, and approved by, the Commission.

A list of Licensed Grain Dealers, along with the PSC Emergency Storage 2025 memo and Emergency Storage application form can be found on the Grain Department page of the PSC website.

In recognition of Law Day, we the undersigned organizations reaffirm our unwavering commitment to the foundational principles that uphold our democratic republic: the rule of law, the independence of the judiciary, the separation of powers, and the right to a vigorous defense.

The Rule of Law: Respect for the rule of law is essential to the functioning of our democratic society, justice, and the protection of individual rights and liberties. Everyone stands subject and accountable to the law. We remain committed to ensuring all Nebraskans have access to the judicial process and that the process remains fair and accessible to all.

Independent Judiciary: Judges must be able to decide cases based on the law and the facts, free from political pressure and influence, public opinion, or fear of reprisal. An independent judiciary safeguards individual rights and ensures that the law is applied consistently and fairly.

Separation of Powers: The separation of powers among the executive, legislative and judicial branches is a cornerstone of our constitutional framework. It prevents the concentration of power in any single branch and promotes a system of accountability through checks and balances that preserves liberty and prevents abuse. All branches should recognize and respect the roles and responsibilities of the others to maintain the integrity and stability of our government.

Right to a Defense: We further affirm the essential ethical obligation of every lawyer to provide zealous and competent representation to all clients—regardless of their popularity, public opinion or the nature of the legal issue at hand. At the core of our adversarial legal system is the principle that every person is entitled to a fair hearing and a vigorous defense. Lawyers are duty-bound to represent their clients with loyalty, diligence, and skill regardless of the clients’ identity, status or standing in the community.

Upon our admission to the practice of law, Nebraska lawyers take an oath to uphold the constitutions of the United States and the State of Nebraska. Regardless of practice area, political affiliation, or position, the undersigned organizations are united in their defense of the rule of law and these core principles of our constitution and justice system. The law cannot defend itself; the rule of law endures because of the vigilance and commitment of those sworn to uphold it.

Law Day, held annually on May 1, is a national day set aside to celebrate the rule of law. Law Day provides an opportunity to understand how law and the legal process protect our liberty, strive to achieve justice, and contribute to the freedoms that all Americans share.

Larry Raymond Maddox, one of 11 children of Floyd and Mildred (Colerick) Maddox, was born June 26, 1955, at Auburn, Nebraska. Larry grew up in Nemaha, attending school there as a boy before attending Southeast Consolidated High School at Stella. Larry attended Nemaha United Methodist Church as a child (whenever his mother could get him to go).

On April 29, 1975, Larry was united in marriage to Gerri Brown at Auburn, Nebraska. They would be blessed with two sons, Adam and Josh. Larry and Gerri made their home in Shubert.

Larry was always a very hard-working man; he began working at a young age for Larry Tanner. He then went to work at Kentopp Elevator, where he would work for 10+ years. Larry was then employed at Auburn Consolidated Industries in Auburn for another 10+ years before going to work for Davis Plumbing and then Sur Gro in Stella. After working in Stella several years, Larry then began working for Ag Partners out of Kansas, where he was still currently employed.

To say Larry was a jack of all trades, might be an understatement. There wasn’t a thing that he couldn’t fix, from carpentry to cars, Larry was always outside tinkering on something. Larry had a rough exterior, maybe even scary to some, but inside, Larry had a heart of gold and would do anything to help out in anyway that he could. He was always ready to lend a helping hand or even just an ear, no matter what time of the night it might be. Larry was always a provider, he loved his family and extended family, especially his grandkids. Larry played ring around the rosy, duck, duck, goose, and even let the granddaughters paint his nails and do his hair, he could never tell them no.

On the morning of Saturday, April 1, 2023, Larry was rushed to the Community Medical Center in Falls City. It was there, that he passed away unexpectedly after reaching the age of 67 years, 9 months, and 6 days. He was preceded in death by his parents, grandpa Alva Colerick, father-in-law Bud Brown, brothers Floyd J. and Paul, grandson Dameon Keeton, nephew Brandon Floyd Wamsley, niece Brenda Reeves, cousin Scooter Shubert, sister-in-law Robin Ray, and brothers-in-law Ron Simmons and Craig Davis.

Those left to remember his caring ways include his wife Gerri of Shubert; sons and daughters-in-law Adam and Amy of Shubert, Josh and Amanda of Shubert; grandchildren Addy, Taytum, Caroline, Tannar, Liam, and Tyden; brothers and sisters Carol Simmons of Nemaha, Doris (Jerry) Barnard of Lincoln, Gary (Pat) Maddox of Auburn, Jean (Terry) Reeves of Peru, Mary Davis of Shubert, Alice (Gary) Alexander of Auburn, Pat (Don) Wamsley of Nemaha, Kenny (Tamara) Maddox of Madrid, NE; mother-in-law June Brown of Shubert; sisters- and brothers-in-law Genny Maddox of California, Diane Maddox of Nebraska City, Gary Brown of Lincoln, Rick Brown of Lincoln, Keith Brown of Gering, Tracy (Kari) Brown of Tucson, AZ, Leigh Ann Brown of Wahoo; many, many nieces, nephews, other relatives and friends.

A funeral service was Wednesday, April 5, 2023, at Hemmingsen Funeral Home in Auburn, with Pastor Robb Maddox officiating and memories by Don Wamsley. Casket bearers were Jamie Reeves, Jed Wamsley, Andy Wamsley, Levi Wamsley, Blaine Brown, and Matthew Davis. Honorary bearers were Addy Maddox, Taytum Maddox, Caroline Powell, Tannar Maddox, Liam Maddox, Tyden Maddox, Aaron Davis, Tom Borrego, Matt Lockard, Kyle Bantz, Gene Kerkow, and Scooter Shubert. Burial was in the Nemaha Cemetery.

Services were entrusted to Hemmingsen Funeral Home of Auburn.
